add disabled property to rich:simpleTogglePanel

sometimes <rich:simpleTogglePanel> shows scroll bar in IE print view. Also it
shows scroll bar when any component style inside the component has height value.
when disable="true", the component should render as as <div> without
javascript, and should be more friendly for printing.
