After discussions in our team meeting we have decided to do this work in a
separate branch after the CR1 release is finalized. This will not be part of
the 4.0.0.Final branch, but will be done concurrently in hopes to get this work
out as soon as possible. The goal is to get an online, and downloadable VDL
document bundle.
The attribute descriptions need to be updated, and flushed out. This will
primarily be done by Ilya and myself.
