Given that tapping into the JSF resource handling mechanism is problematic, an
alternative to resolve this issue is to have to compressed files. One for JS
resources that require jsf.js, and another for resources that don't require
jsf.js.
Adding a single extra file to the page download will not significantly effect
performance.
