I can confirm the suggested fixes aren't working for me either.
I put the tooltip inside and outside the inputText, also tried using an
inputText ID and the tooltip target in all possible combinations, there's no
tooltip displayed. I'm on RF 4.2.1, JBoss AS 7.1.1.Final, Mojarra 2.1.7, FF 12.
I also set the com.sun.faces.allowTextChildren param to true without success.
