I can't reproduce the bug neither with 4.2.3 nor with 4.3.5.
Verified with:
* Metamer reproducer
(http://localhost:8080/metamer/faces/components/richTooltip/rf-12199.xhtml).
* Firefox 27, IE 11, Chrome 33.
* EAP 6.2, Glassfish 3.1.2.2.
