As best as I can remember, HAARP was originally a US Navy anti-submarine weapon project of long ago; it was soon learned that it had other uses when shot into the sky instead of the sea. Newscasts were rightfully re-directed from the election to the freak storm, which may have missed it's real target 100 miles to the north.
