There are 2 paths to citizenship
First there is the Constitutional way
ARTICLE I SECTION 8, CLAUSE 4
The
Congress shall have Power...To establish anuniform Rule of Naturalization
and then there's the unConstitutional way, such as PROBATIONARY STATUS
which would violate the Constitutional requirement for UNIFORM immigration laws.
Neither "path" has anything to do with POTUS legitimate power to grant amnesty.
Amnesty does not grant citizenship, it forgives crimes committed.
And so it shall be, until the Constitution is amended or willfully violated.
ARTICLE VThe Congress, whenever two thirds of both Houses shall deem it
necessary,
shall propose Amendments to this Constitution, or, on the Application of
the Legislatures oftwo thirds of the several States, shall call a Convention
for proposing Amendments, which, in either Case, shall be valid to all Intents
and Purposes, as Part of this Constitution, when ratified by the Legislatures
of three fourths of the several States, or by Conventions in three fourths
thereof, as the one or the other Mode of Ratification may be proposed by
the Congress;
