Hobble work, hobble work, hobble work!  I swear by it, all the young green horses get 
hobbled in the round pen. I start with one front leg up, then the other front leg,  
then both front legs together, then progress to tying up one back leg, then the other 
until at the end they stand quietly with no fight with all four legs hobbled together. 
 The idea is to wait until they relax, lick lips and quit fighting the hold, praise 
until you can't talk and I give horse cookies(lots of them).  It is a good idea to 
wrap their legs if you anticipate a fight, especially cover the front knees so if they 
go down on the knees they don't get torn up.  Some people do this on a long line to 
try to control the horse, I would rather let them figure it out that they will be okay 
if they stop and think, don't bother yelling whoa until you think they are about to 
stop otherwise you are just desenitizing them to whoa.  You want them to stop and 
think,  out on the trail I want it to be a reflex for them to stop immediately if they 
get a leg, shoe whatever hung.  This works, I have never had it not work and it has 
saved me from nasty incidents on numerous occasions.  One warning, hobble work is best 
done by somebody that has experience hobbling horses and it is not always a pretty
