COD simply lists the hexagonal binary metal structure type assigned to
BiMn by Wyckoff 50 years ago. Occupancies will be 1 for that structure
type.

According to ICSD P63/MMC BiMn was first studied in detail by Chen;
Chen Tu  "Contribution to the equilibrium phase diagram of the Mn - Bi
system near MnBi (1974) Journal of Applied Physics 45, 2358-2360

However, ICSD also reports a P2221 structure for MnBi:

substituted with Cu, Zn, Ti, Sb, and Te. I. Formation of mixed phases and

And even a Mn3Bi phase
