As far as I know RIFE is the only one of its kind. The closest thing I've seen is Able:

Able is not a single full-stack framework per se, it is more of an integrated package of independent components. It doesn't offer the cross-layer synergies that RIFE does. Still, if you are already familiar with some of its parts, it might be worth a look.
