DNS over TLS is available today. DNS over HTTPS require new code, in particular because HTTPS should be HTTPS/2. I'm not sure how representative Atlas measurements would be when it comes to performance. Atlas sets up a new connection for each DNS request so you cannot measure whether the service can reorder requests, etc.
