User notifications are not implemented at the moment but one could imagine the site cross posting to the mailing list, or allowing users to receive an email directly when a new project is added. I'd also considered allowing donors to Auto Donate to any new added projects, though this would likely require that the site store API Keys which I'm hoping to avoid.
2. My hope is that by having projects visible publicly, the audience for these network measurement projects would be broadened outside of just the mailing list - folks can more easily share the details on their social media pages or in email to colleagues. Project owners can post updates on their project page. I'm hoping that this can encourage credit recipients to more easily share results. Something that could be possible is tying specific Measurements to Projects so that folks can see concretely what the credits were used for. Much appreciate the feedback!
