It's my opinion that SlimServer and foobar2000 are 
more accurate.  When I encode MP3s at VBR 6 
(average 115 kbps), SlimServer and foobar2000 
agree with each other and come closest.  Mp3tag, 
Windows and MPEG Audio Collection all agree with 
each other and are further off, usually on the low 
side.

Of course, this is just my opinion and I have no 
concrete evidence.  YMMV, IANAL and all that.  ;-)

I don't even know if there's any truly accurate 
way of identifying the bitrate of VBR files 
anyway?  Could be wrong on that one.
