My suggestion is to make sure you are using the newest beta version of Foobar, as ReplayGain is one of the features under heavy development right now.
One of the nice things about the newest version is that it adds features such as "Scan Selection as Album (by Directory)" which doesn't look at tags but assumes that all tracks within a given directory are in the same album (useful for some but not all). Even more useful, the new version shows a screen with all selected tracks and their determined ReplayGain values -before- they are saved to the files... meaning you can check to make sure the Album Gain tags are correct before committing them. Finally, the beta versions of 0.9 also fixed the IDv2 issues found in 0.8.
