I don't use Ogg or WMA, but based on this:

ReplayGain with Ogg is possible with Vobrisgain. 
However there's nothing for WMA, and the section 
about foobar2000 does not list anything for WMA.

The easiest method is to calculate ReplayGain data 
right on encoding, but only the FLAC encoder 
supports this with the "--replay-gain" switch.

For MP3 I use MP3Gain in command-line mode 
processed right after encoding with MAREO:

If you already have these files and want to add 
ReplayGain data to them, the easiest way would be 
foobar2000, which will handle all file formats 
except WMA.
