The best tool I've found so far is "Tag&Rename" (Software for Windows). Supports many audio file formats and different tag versions. Can use file names and directory names to create tags, or name/move files depending on tag values. Can convert/copy data between Id3 tag versions. Also good to see an overview of album tags and check if they are consistent. Try it!
