When I have troublesome tags, often when I have some older style tags and newer tags too, in MP3Tag I Remove Tags, and then Undo. I think Remove Tags removes all of the different versions, whereas Undo will only write back the ones according to your Options->Tags preferences.
If that doesn't work, you can export tags to a file, remove tags and then use "text file to tag" to import them again. This is often better than writing tags to the filename and then back to tags, as special windows filesystem characters (quotes, colons, etc) will not get stripped.
