Yes, any audio editing tools can do it trivially.
take a track, dup it. Pan one full left, the other full right. Output.
Voila.

This was exactly what I used Cool Edit for, but it got bought a while 
back. I'm sure there are others with the same functionality. And of 
course things like Sonar and ProTools do it without any work at all
