It's called replaygain.  You can do this with dbpoweramp, mediamonkey
and foobar and many other programs. It's analyzes both track and album
volume levels and writes the adjustment to the tags in the files.  You
can also have  it done to the actual data but I'd recommend the tag
method myself.  The album gain comes up with an average adj so that the
volume remains the same as was intended.  That way a soft song doesn't
get adjusted so that it's just as loud as the loudest song. But overall
it will be about the same loudness as any album you play before or after
it.  Track gain will make all songs about the same volume when mixing
with songs from other albums.  Kind of like a radio station does. 
Squeezecenter has a switch called smart gain that can tell if your
playing an album or a mixed playlist and will use whichever gain is
best automatically.  There is lots of info out there, just search the
wiki or google replay gain.  Sorry if this is too confusing, I'm kinda
tired right now.  :(
