Different drives do behave differently. One of my drives runs at maximum speed all the time even though the data rate can vary. On my other drives, the rotation speed can drop although in steps - my LG sounds like it has 3 'gears'.
I don't think there's much you can do about it. Check for a drive firmware update and check for a BIOS update. Optical drives through SATA is still a new concept and it's quite possible the chipset isn't fully stable here.
