As I discovered during this thread (http://forums.slimdevices.com/showthread.php?t=60559), Foobar has a powerful tag editor that is able to understand all the usual music file types, AS WELL AS cuesheets. It may do what you're looking for.
Since much of my collection is in the form of 'whole album' FLAC images with corresponding CUE sheets, most of my tagging information is stored just in these CUE sheets. I found Foobar very convenient for editing these CUE sheets, as it lists all the individual tracks in each sheet, can sort then however you like (artist, album, track etc), and saves the changes right back into the CUE sheets. The only drawbacks that I found were: 1) When I ask Foobar to open my library, it opens both the cuesheets AND the corresponding FLAC image file. I only need to work on the cuesheets, and prefer the FLAC files to contain NO tag information. I solved this by using Windows Explorer to search for all the CUE sheets and then dragging that list into Foobar. 2) I sometimes have to drag the list over in multiple smaller subsets (Foobar's paste buffer size limitation?), but I can get everything loaded in a few operations. I can then use Foobar to 'open' the rest of my library (ie folders containing MP3s, OGGs etc), and I get everything in one window, making it very easy to produce a tidy set of tags. Foobar is a powerful and free music library tool.
