What exactly do you mean by low quality? Is there noise? Dropouts? Or is it just that the overall sound isn't good due to compression? Something like dbPowerAmp (which I use and love) can help with both situations, but if you find that the compression is bad with with WMP, then you will find the same thing with dbPowerAmp if you use it to create mp3 files. Then you would want to go to lossless (I would suggest FLAC). dbPowerAmp will do FLAC, but there are other free tools that will do FLAC.
