Well first off Ogg Vorbis is usually used with Q values rather than bitrates (although you can force a bitrate if you desire). However, taking your question at face value 192kbps is around 14% of raw PCM (1411kbps). FLAC varies greatly based on the input material in my experience, between around 50% and 80% of PCM. I typically see around 60% on my rips, so if that was extrapolated out to the whole library we'd see Vorbis being about a quarter the size of FLAC.
