I just tried the following, which works:

Since Mp3tag is integrated pretty well with Windows Explorer, you can
use Windows search function to find all files in your library modified
in that date range.  Then select all the files found, right-click and
select Mp3tag from the context menu.  All of the files will be opened in
Mp3tag.

If you don't have an 'Mp3tag' in your Windows Explorer context menu,
you can just reinstall Mp3tag and make sure you check the option for
'Windows Explorer' (or 'Windows Shell') integration.
