The solution to the server side problem is to use a more powerfull server. The ts109 simply does not have the cpu or ram to run the transcoding, it's a hardware limit .
So dBpoweramp on the PC to do 48k copies is a good solution. That would get the music to your players. Keep backups of the original files. And the players are still limited to 48k on the spdif (also a hardware limit but on the reciever and sb3) .
