you are correct, but scanning "as an album" will add both album gain
and track gain values to the tags. Then it is a separate issue as to
which gain (track or album) the burner uses when creating the CD. There
could be reasons one would want one or the other.  This is a function of
the software that creates the CD. I haven't had the need to create a CD
in about 8 years, so can't help on the burning aspect or software.
