Your dbPowerAmp license is not tied to a machine, so you'll have no trouble transferring it. Yes, with accuraterip, you can rip at full speed (burst mode) and get accurate rips. If the software determines that there was an error for a particlar track, it will fall back to secure mode and rerip the bad section. What I found really streamlined my ripping was having a multicore processor. Especially when you are ripping in burst mode, you can end up with 3 or 4 tracks being encoded while another track is ripping. Having access to accurate tagging information makes things go much faster. Nothing bogs down the process like having to go in and fix up tags. With dbpoweramp, the odds are greater that the tag info it captures are correct than with EAC (which only uses freedb to look up tag info). Unfortunately drives now are hit or miss with ripping speed. I have 2 plextors, one of which died recently. I also have a Samsung USB drive that rips just as well, but I went through an LG and an HP before I stumbled upon the Samsung. Samsung has since gone to slim external USB drives which seem like notebook drives put into an enclosure. I have yet to find a notebook drive that rips fast! Good luck with ripping your library.
