The last several years, I've become fond of Webmin. It's a stand-alone application/web server for administering *nix machines via a "simple" web based interface. It's SQL admin is limited, but it can do SQL dumps for MySQL, PostgreSQL, and one other as I recall, and re-create them, on schedule or on demand. One of it's options is to make a backup, but to do it between transactions.
