I've bought a lot of 64 bit dual core Dell desktops for under $200. They are some of the acoustically quiet machines I've ever come across and they are a quality product. They're corporate pull outs and have always been in very good shape. SATA controllers with CD/DVD drives. They seem to come with pretty small drives but that's been fine since we use a NAS for /var/snd.
I get mine from RE-PC in Seattle but I'm pretty sure this sort of place is arround in most major metro areas.
