Still sounds like you haven't installed apache and the riv server stuff properly. Have you installed rivendell-server from the repos?

I also had an issue recently where the web components didnt compile
properly and some of the cgi files were 0 bytes. I simply copied a
working copy of the rd-bin directory over to the broken machine and
everything was fine.
