Why do you have to copy the imported/modified file?

Why can't the person doing the news put it in a shared folder (DropBox, FTP,
whatever) where it can be downloaded in short form at both locations before
it is transformed? Why send it to one, "supersize" it, and THEN try to copy
it?

I have someone producing a newscast in mono and feeding it to rdimport. 
The file is mono, 16-bit linear .wav. It's 7 megabytes.

However, when the imported file is placed in /var/snd. it's 21 megabytes and
appears to be stereo. Can rdimport be doing that? If so, is there a way to
stop it?
