You could easily use https://github.com/sebleblanc/python-rivendell on
your library.
There is a normalize.py script which does exactly this: set the
playbacklevel in rivendell
according to EBUr128. You may want to set the target loudnes to -23 LUFS
or leave it at the
default -18 in the script.
