I just threw a 13 track CD into the home test machine, which is RD
2.10.3 running on a laptop with Mint 17, having used the Tryphon
repositories for installation. It ripped and assigned all 13 tracks to
sequential carts with no problems.

Are you sure you do not have conflicting cart group number
assignments? In our case, I moved the MUSIC cart assignment to 100001
to 499999 with nothing behind that in case of the unlikely need for
expansion. Before reinstalling, I would try moving the MUSIC group
assignment to other numbers and see what happens. You can copy your
previous rips to new cart numbers, but you cannot change the carts'
numbers, you can only delete the carts to free those cart numbers up.
