a branch but not yet committed it up to the trunk, you leave it
In Progress in JIRA? So you can't indicate fixed (in a branch), only
Resolved = integrated (into trunk)?

As this is not a change you want to do while you are on your way can you
indicate how essential you think this is.

For River I would guess not essential at all.
