Since the term "copyright" no longer reflects the proper intention of
the script
and has not for quite some time now, I modified the script to be
specifically
related to licensing. I have also renamed the script from
"copyright" to
"iou_license.pl" (iou = insert or update), which will avoid confusion
with the
existing "insert_license.pl" script in the relicense area. I've
uploaded the
script to the following location:

The top of the file still contains usage instructions.

It would be great to have the script in the "relicense" folder in
https://svn.apache.org/repos/private/committers/. There are a few
other related scripts with varying degrees of functionality, and I
think this script would make a fine addition.
