Tom, There turns out to be a wide selection of opinions on this subject :-). I think it makes sense to send a round of individual emails. Anyone who positively opts out, or who doesn't respond and hasn't be heard from in two years, we make emeritus. Then, when the time comes to form up the initial TLP PMC, we'll have a reasonable list at hand.
