Could it be that just nobody started the server? There is no process
running as tclww on tcl.apache.org...

from /home/tclwww/README

Crontabs are installed under user tclwww, and currently look lik (as
of 2004-07-12):

# log rotation tcl.apache.org
5 5 * * * /home/tclwww/install/bin/cronscript.sh
# cleanup of Websh temp files
6 5 * * * /usr/bin/find /tmp/websh/state -mtime +2 -name [0-9]* -exec rm -f {} 
; > /dev/null 2>&1
6 5 * * * rm -f /tmp/websh/emailform.log > /dev/null 2>&1
# start web server @ boot time
@reboot   /home/tclwww/startapache.sh

Maybe the crontabs were not migrated?...

(Since I don't know what the status is, I didn't try it myself and in
addition, I forgot the password for a su - tclwww and it's written in
an encrypted device, which I don't have with me today ;-)
