During a review of the copyright statements spread out through Rivet I
found a src/buildscripts directory with programs and scripts that were
written when Rivet had a Tcl based build process.
I don't know if this is of any interest now and it lays untouched in
various tagged versions of Rivet. I propose to nuke it in trunk and
branches/2_0
