I'm going to check with the infrastructure to understand if they plan to
release an artifact soon.

You may check out the whole development tree or, if you want to have a
more sober working copy, just check out

svn co https://svn.apache.org/repos/asf/tcl/rivet/branches/threaded-mpm 

It's been just created, thus its content is a copy of 'trunk' for the
time being. I will be bothered merging stuff committed in trunk, when
needed.

I had the message but won't be able to check it in the next few days.
After a quick look it seems I have to install the Visual C Express
Edition isn't it?
