all of them seem to have a version of Tcl that fulfills the criteria. I'm not sure about CentOS but since the naming scheme for its packages suggests it's based on RHEL's same version I assume they have 8.5.13.

mandriva is not in the list shown on the page. Anyway, 8.6.0 doesn't fit the criteria.
