1) There does not appear to be an issue tracker for website or other issues.
2) https://tcl.apache.org/html/about.html refers to a 'general' mailing list, however that was shut down several years ago. 3) the TCL web pages (apart from /rivet/) refer to 3rd party css and js files which are not allowed by the CSP. If they are still needed, they should be replaced by local copies.
