Doh! No wonder I couldn't find the fault in the code, it's already fixed
in the CVS version. From the CVS CHANGELOG:

  Make the apps test version number check case-independent.


As mentioned the only way around this at the moment is to whitelist
'named' (or any other app causing a problem) without any specific
version number.
