ok, apparently KDE simply does not find it, there, since the main KDE directory 
is in /usr not /usr/local. Try re-running cmake with
    -DCMAKE_INSTALL_PREFIX=/usr
Alternatively, on Debian/Ubuntu, running
    dpkg-buildpackage -rfakeroot
in the svn checkout should give you a ready-made .deb .
