Exista parametru burst. El reprezinta bufferul(coada) in KiloBYTES pe care
il face tbf-ul. In functie de el si banda disponibil poti sa calculezi
intarzierea maxima pe care o poate avea pachetul, sau invers, sa calculezi
lungimea cozii pentru a avea o anumita maxima intarziere (cu riscul de a
pierde mai multe pachete). Eu folosesc euristic formula 2+rata_in_kbits/80
(bufferul trebuie sa fie mai mare decat MTU, deci peste 1.5KB).
/sbin/tc qdisc add dev eth3 parent 1:5 tbf rate 64Kbit burst 2K limit 2Kb
