I have been using IPCop as my Linux firewall/proxy/content filter/VPN solution. Version 1.3.x uses IPTables, the 2.4.x Linux kernel, and FreeS/WAN for VPN. Their newest version has been working seamlessly with all my Linux and Win2K clients for VPN services. I cannot vouch for how well it works with Win9X clients.
I have found that downloading a 25MB ISO that is specifically configured for the above uses saves me a ton of time versus manually configuring and securing a Mandrake/Debian/RHL distro for the above purposes. The IPCOP email support is very good with an average turnaround on questions to be about half a day. There are some other good choices as well such as Shorewall, Mandrake MNF, and the LFP projects.
