Saw this coming with the very first implementation of QoS (quality of
service) supported in Cisco routers back in what... 1996?
This would allow the telcos to turn the internet back into prodigy,
compuserv, genie, and all the other old pre-internet "online services".
I don't think congress is going to buy it... and if they did, it would
take some serious racketeering for ISPs to clamp down on consumers in
such a fashion.
Perhaps this is what google is doing with their supposed network
infrastructure purchasing... insurance...
