Yes, that's exactly what you need to do. Just browse to the files with
the "import map data" dialog.

I'm a bit surprised to see how roadster has degenerated in this
regard. At the time of the initial commit of the source code, roadster
would bring up a dialog explaining the download/import process and
provide a functional link to the correct URL to download the TIGER
data.

(Now, I do actually understand the motivation for some of the
changes---the goal was to eventually ship pre-compiled data and not
require the import process at all---but it's obviously not at that
stage yet, so it's unfortunate that it's not as friendly as it used to
be.)
