question about r17295

Hi list.
I was just keeping an eye on the rb site, and I saw r17295 and have a 
question about it.
Firstly when will the rb user be asked if they want to erase the dynamic 
playlist? and secondly when this question is asked, is this question voiced? 
just wondering, as in looking at the files modified by this change, it 
didn't look like this question would be voiced.
