This already (sort of) works. Rockbox loads in the dimensions it has been configured for, not the actual screen dimension of the device. Therefore a 240x320 theme works on a 240x400 device, it just shows a black block at the bottom (vice versa also works, but you cannot really control Rockbox this way).
