I don't know, but I have some guesses.

Check the version of MacTCP that was around
when this RocketTCP shipped.  Perhaps RocketTCP
only works with earlier versions of MacTCP.

Also, it seems that the RocketTCP uses 
IP tunneling (through LocalTalk), 
meaning that it puts TCP/IP packets 
inside of AppleTalk.   Thus AppleTalk 
must be on for this to work.

However, there has to be some router that takes 
AppleTalk/TCP-IP packets and makes them TCP/IP 
packets and vice versa. This will require Router 
software, which Apple used to use. I'm suprised 
there isn't a utility that does this already.

I'm surprised that you cannot see Ethernet
inside the MacTCP control pannel....
